Στις 29 Σεπτεμβρίου, η Ευρωπαϊκή Επιτροπή (ΕΚ) ξεκίνησε μια στοχευμένη διαβούλευση σχετικά με τον αντίκτυπο της τεχνολογίας στα δικαιώματα πνευματικής ιδιοκτησίας.
Δύο από τους τομείς που καλύπτει αφορούν τον πυρήνα του έργου της κοινότητας της γνώσης: τη χρήση περιεχομένου που προστατεύεται από πνευματικά δικαιώματα στην τεχνητή νοημοσύνη και τα πνευματικά δικαιώματα στην επιστημονική έρευνα.

Copyright reform is back on the European agenda. On 29 September, the European Commission (EC) launched a targeted consultation on the effect of technology on copyright (deadline: 3 November). Two of the areas it covers go to the heart of the knowledge community’s work: the use of copyright-protected content in AI, and copyright in scientific research.
The consultation is broader than these two areas, but they matter most to the knowledge community, and our guide focuses on them. It will be important to maximise the number of voices from the library and research sector. To help, we are happy to share an informal answering guide.
You should of course respond in line with your own views and experiences. But we hope the guide gives you an idea of where to focus your efforts, and which answers align best with KR21’s wider work to ensure the EU’s rules work for research, education and cultural participation.
One thing to watch for: a law can look right on paper and still fail in practice. The culprits are poison pills, provisions that quietly drain a law of its effect. Read our analysis and make sure they are called out in your response.
